Yes, for the whole party. Monsieur Carnation is concerned for the atmosphere of his party and that his guests not have their revels rudely interrupted. He does not seem particularly worried that someone will come after him personally so much as his party as a whole. Though, of course, two people will be assigned to keep an eye on him.
